KS26-272PQ Prequalification of Bidders for Mechanical Consultant Services, Professional Services

This Request for Proposals (“RFP”) is an invitation by the Toronto District School Board (“The Board”) to firms licensed in Ontario who have the skill, experience, judgement and resources to submit Proposals for the provision of Mechanical Consultant Services (“Services”) on an as-and-when-required basis to support the Board’s renewal projects.

The Proponent(s) selected by the Board, when assigned projects, will work together with the Board and may also include other consultants, municipalities and other regulatory bodies. The Consulting Firm(s) may be required to represent the Board in project development, planning, tendering and contract management. The Consulting Firm(s) must be authorized by the Professional Engineers of Ontario to provide mechanical consulting services.

Term of contract will be a (3) three year term with options to extend for three (3) additional twelve-month extension options. There may be an annual refresh at the discretion of the TDSB.

This Request for Proposal does not apply to major capital projects such as new school construction and major additions.

B) Company Background and Business Information

Please provide a detailed description of the following:

  • An overview of your organization.

  • How your services and capabilities are relevant to this RFP.

  • Years in business.

  • Approximate gross annual sales total ($) for Work relevant to this RFP in the last fiscal year.

  • A copy of the Proponent Certificate of Authorization issued by PEO confirming their right to practice and offer engineering services to the public in the Province of Ontario.

  • A statement confirming that the Proponents is not currently in litigation against TDSB 

C) Liability Insurance and WSIB Documentation

Proponents must meet the following mandatory requirements and upload the following required documents:

  • A letter of good standing from the Proponent’s banking institution with regard to the Proponent’s financial stability and stating the length of time the account has been in place with the bank. The letter must be on bank letterhead and must be dated within three months of the Submission Deadline. If the bank letter indicates the Proponent has held the account for three years or less, the Proponent should provide an explanation to support the relatively short relationship period.

  • Evidence of the following minimum insurance policies and coverages currently in force:

    • commercial general liability insurance: $5 million per occurrence; $5 million aggregate.

    • professional / E&O insurance: $2 million per occurrence; $2 million aggregate.

  • Current WSIB clearance certificate. 

Acknowledgement of allowing the Board to check with Professional Engineers Ontario (PEO)

EVALUATION MATRIX

The evaluation of the submissions will be based on, but not solely limited to, the following criteria and weighting:

Rating Percentages for submission sections containing evaluation points:

  • Unsatisfactory:   0% multiplied by the allocated points for any rated section (the proponent has submitted no answer or the response is considered totally unsatisfactory)

  • Poor:  < 49% multiplied by the allocated points for any rated section (the proponent approach and methodology are vague, the company profile is considered inadequate, the project experience/references are ambiguous)

  • Satisfactory:  49% < rating < 75% multiplied by the allocated points for any rated section (the proponent approach and methodology are clearly expressed, the company profile matches TDSB expectations, the project experience/references are clear, in terms of relevance)

  • Excellent:   75% < rating < 100% multiplied by the allocated points for any rated section (the proponent approach and methodology show an outstanding understanding of TDSB needs and processes, the company profile matches TDSB expectations and show a superior understanding of engineering practice and controls principles, the project experience/references are notable)

Responses that do not achieve a minimum total number of 50 points will not be prequalified, regardless of passing or failing the mandatory criteria.
