The Toronto District School Board intends to secure a Contract with one qualified Bidder for rental of  lift and aerial equipment on a ‘when and as required basis’ for the TDSB Facilities Services department. The TDSB also requires the rental provider to provide the requisite operator training as outlined in this documentation.  Please note equipment such skid steers, loaders or automotive/vehicle rentals are not included under this Request for Proposals.

The successful Bidder will be required to enter into a Contract with firm pricing which will be effective for a Two (2) years period beginning on November 1, 2020.  The Board reserves the right, at the sole discretion of the Board, to exercise an option to extend for Three (3) additional One (1) year periods at pricing approved by the Board.  The award of the Contract will require approval by the Board of Trustees.  The terms and conditions of the extension options would remain the same as for the initial Contract period.

Rentals will be requested 'as required' and called off by the Board when the Board has completed the required project with the equipment.  Equipment pickup is requested 'as required' - rental pickup time is not usually pre-arranged at time of rental.  Typical annual rental usage estimates are based on annual usage during a 12 month period.  TDSB has 658 potential delivery addresses with rentals to approximately 400 unique delivery addresses , schools and administrative sites, in a 12 month period.  Delivery locations for rentals will be within the district boundaries as shown on the TDSB area map, see pdf titled: TDSB Area Map.pdf 

The Board requires both new operator training and 'refresher' operator training for the following types of equipment: A) Boom,  B) Scissor Lifts, C) Personnel Lifts/Push arounds, D) Telehandler.  The Board also occasionally requires operator training for E) Bucket Truck lift.  Equipment for type E training is provided by the Board (not rented). All lift equipment operator trainees from the Board will have successfully passed a 'Working at Heights' course (provided by the Board by other service providers) prior to attending lift equipment operator training.   On occasion students may require training for the use of lifts and aerial equipment.  

The TDSB preferred format for operator training for lift and aerials is at the Bidder's location  where classroom and indoor practical training takes place on the same day, typically with two types of training boom and scissor lift on the same day.  The Bidders are requested to provide within their proposal a plan to accomplish training at their site taking into consideration the Board specified requirements and the current COVID-19 restrictions/environment.  In addition to vendor site training, TDSB may make Board locations available with a classroom and outdoor parking lot for practical training, however this option is not preferred due to planning and weather constraints. Bidder is requested to propose instruction options that provide safe, efficient and economical operator training.
