Description: 

The Toronto District School Board (TDSB) requires comprehensive contractor snow clearing services for parking lots, bus loops and any other areas identified on site snow maps to ensure that school properties are safe, accessible, and operational throughout the winter season for TDSB students, staff and guests.

The TDSB intends to secure a contract with qualified  snow removal contractors to provide snow clearing service on an ‘as needed’ basis. It is at the sole discretion of TDSB to award contracts to as many contractors as it deems necessary. Contractors will be “Called Out” by TDSB Grounds Team Leaders when service is required.

The TDSB will guarantee a minimum of 6 Purchase Orders for each year of the contract (a PO for each month of the winter season when snow plow service is required: November through to April).

The contract shall commence on November 1st, 2026 to April 30th, 2028 with the option to extend for three (3) additional twelve (12) month periods ending October 31st, 2031. The successful Proponent(s) will require Board approval prior to contract award. The terms and conditions of the extension options would remain the same as the initial contract period.

Evaluation is based on the following criteria (out of 100 points):

1. Company Profile: History and Experience of the company - 10%

2. Performance - 15%

3. Systems, Equipment, Tools, Reports and Processes - 15%

4. Staff Resources, Qualifications and Work Plan - 20%

5. Pricing - 30%

6. BOA - Buy Ontario Act - 10%

 

**NEW INFORMATION TO BIDDERS**

The Province of Ontario enacted the Buy Ontario Act “BOA” (Public Sector Procurement), 2025, and the associated Buy Ontario Procurement Directive, effective April 13, 2026, to strengthen Ontario’s economy by prioritizing Ontario and Canadian goods, services, businesses, and supply chains in public sector procurement. The Directive applies to Ontario government entities and designated Broader Public Sector (BPS) organizations, including school boards, and requires greater consideration of Ontario and Canadian sourcing in procurement activities.

**INSTRUCTIONS**

As a result of the Directive, bidders responding to this procurement are required to submit the following mandatory Buy Ontario documents with their bid submission:

  1. Buy Ontario Questionnaire (BOA) – Provides information regarding the bidder's business location, Ontario and Canadian content, supply chain participants, and the origin of goods and services proposed for the project.
  2. Domestic Supply Chain Plan – Identifies the sources of major goods and services, key suppliers and subcontractors, and outlines how Ontario and Canadian goods and services will be maximized throughout the project.

Failure to submit these documents with the bid will result in the bid being deemed non-compliant and will not be evaluated any further.
