OVERVIEW

Toronto District School Board (the “Board” or “TDSB”) is a public English school board operating in the City of Toronto, in the Province of Ontario. It is the largest school board in Canada and the fourth largest in North America. TDSB operates approximately 584 schools and provides educational services to approximately 246,000 students each year and employs approximately 40,000 employees. The workforce is largely unionized, with the majority of employees belonging to numerous bargaining units.

BACKGROUND   

Request for Proposal

Toronto District School Board (TDSB) is seeking fee quotes from contractors who can provide servicing and repairs for various types of chillers, including Reciprocating, Centrifugal, Screw, and Lowb Chillers.

Requirements : 

• The successful bidder(s) must provide authorization from the various manufacturers to work/service on each unit.
• The successful bidder(s)must be able to provide service and repairs to various Reciprocating Chillers, Centrifugal Types, Screw Types and Lowb Chillers.
• The successful bidder(s) must possess all applicable (refrigeration) licenses to operate Reciprocating Chillers, Centrifugal Types, Screw Types and Lowb Chillers and all technicians must be licensed.
• The successful Bidder(s), must have all Required Certifications to service the following manufacturer's: 1) Trane 2) Mcquay Daikin 3)  York 4) Turbo Refrigeration Co. 5) SmarDT 6) Multistack
• The successful bidder(s) shall provide a full warranty statement. This warranty should clearly describe the terms under which the Bidder accepts responsibility for the cost to repair defects caused by faulty design, quality of work or material and for what period after delivery. All parts and materials shall have the original equipment manufacturer's warranty of one (1) year. Service warranty for labour shall be a minimum of ninety (90) days.

TERM

Term: Successful Bidder(s) will be required to enter into a contract with firm pricing which will be effective for a Two (2) year period from the date the contract is signed.  The TDSB reserves the right, at the sole discretion of the TDSB (Board), to exercise an option to extend for Four (4) additional one (1) year periods at pricing agreed to by both parties. The successful Bid(s) will require approval by the TDSB Board prior to contract award.  The terms and conditions of the extension option(s) would remain the same as the initial contract, and at the sole discretion of TDSB, there may be an opportunity to review the fee for an option period.

Price increases shall not exceed the percentage passed on by the manufacturer/governing body and will be applicable only to the percentage of true raw material costs.  Any notification of price change must reference the applicable agreement number and line-item number(s)

• Fleet Size (10) Points
• Past Performance with TDSB and other school boards (15) Points
• Discount (5) / Value Added

Fee Proposal 40 points

• Hourly Rate (20) Points
• Service Rate (20) Points

Scoring evaluation matrix:

Excellent: 15 - 20 Exceeds the required standard. Response answers the question with precision and relevance and includes improvement thru innovation/added value

Good: 10-14 Meets the standard required. Comprehensive response in terms of detail and relevance to the question

Limited: 5 - 9 Fails the standard in most aspects but meets some areas in level of detail. Generally inadequate and only partially addresses the question.

Inadequate: 0 - 4 Significantly fails to meet the standard. The question not answered or answered is not relevant to the question.
