JJ21-620PQ Pre-Qualification for Professional Services for Economic Impact and Analysis for the TLC
The Toronto Lands Corporation (TLC) is soliciting submissions for professional services with respect to economic impact and analysis related to planning and development activity. The purpose is to pre-qualify firms to provide services on a project-by-project basis, as a supplement and complement to TLC’s internal land use planning team.
TLC will not conduct business with any supplier currently engaged in litigation against the TLC or the Toronto District School Board (TDSB). This does not preclude the proponent from providing evidence at the Ontario Land Tribunal in a proceeding where TLC or TDSB is a party. However, any potential conflicts of interest should be discussed in advance with TLC.
The term of the contract will be a (3) three year term with options to extend for (2) two additional twelve month extension options. At the discretion of TLC, there may be a request for an annual refresh.
Pre-Qualification entails various Mandatory Requirements and Statement of Qualification detailed within the documentation.

Evaluation Criteria for Statement Qualification
1. Company Profile (10 points) 2. Key Staff and Supporting Team (25 points) 3. Relevant Company Experience and Approach (35 points) 4. Case Studies & References - Past Project Experience (30 points)
Scoring evaluation matrix: Excellent - 16-20 - Exceeds the required standard. The response answers the question with precision and relevance, and includes improvement through innovation/added value. Good - 11-15 - Meets the standard required. Comprehensive response in terms of detail and relevance to the question. Limited - 6-10 - Fails the standard in most aspects but meets some areas in level of detail. Generally inadequate and only partially address the question. Inadequate - 0-5 - Significantly fails to meet the standard. Question not answered or answer is not relevant to the question.
