If the bid submission exceeds $500k, all awarded contractors/vendors will be required to submit  a digital Labour and Material Bonds and Performance Bonds using Form 31 (Labour and Material Bond) and Form 32 (Performance Bond) include HST.  TDSB will only accept digital bonds.  Please send digital bonds to the attention of the  Contract Specialist.

The Contractor shall start the project as soon as possible when the contract is awarded.  The successful Contractor shall submit a project schedule to the Board immediately upon award of the Contract.  This project shall be substantially completed (all Phases) by: May 30, 2028.

Hours of Work:  Non-destructive work can be performed during regular hours.  Any work affecting school operation shall be carried out after hours or on the weekend in accordance with the city by-law.

New:  At the sole discretion of the Purchasing Department, the  Contract Specialist after closing  may send an e mail to the unofficial low bidder (s)  requesting a complete price breakdown of your Base Bid Price. You must provide this breakdown within 5 business days.   Failure to submit may deem your bid non compliant.

Insurance - Installation Floater 

If applicable, it will be the responsibility of the contractor to provide sufficient coverage to include supplies, equipment etc. for the project. Bid amount is no longer required and will be at the sole discretion of the awarded contractor.

Proponents must obtain a combined minimum score of 52.5 points (70%) on the evaluated criteria 1 to 5 before proceeding to the evaluation of the fee. 

Criteria 1 through 5 shall be evaluated and scored by the Owner’s Evaluation Committee. 

The Owner may invite one or more Proponents to make oral presentations to the evaluation committee members in support of their Proposals, to exhibit or otherwise demonstrate the information and material contained therein. Questions will be posed to each Proponent, as they arise, during, and after each presentation. Such a meeting will take place at 15 Oakburn Crescent. The Proponent must be prepared to present on their schedule and their approach and methodology with mass timber pre-construction and construction. Proponents(s) will be notified at least seventy-two (72) hours prior.

1. INTRODUCTION 

The Toronto District School Board (the “Board”) is preparing to construct a mass timber replacement school and childcare at Poplar Road Junior Public School located at 66 Dearham Wood, Scarborough, ON M1E 1S4, hereinafter referred to as the “Project.” The Project will include the demolition of the existing school on the site once the new school is constructed. 

The new building is designed to accommodate a 341-pupil place grade JK-8 school and a childcare center with five program rooms to accommodate 88 children. The total area of the school building is approximately 4,220 m², of which 3,526 m² is for the school and 694 m² for the childcare center. The design emphasizes sustainability, leveraging mass timber for its reduced carbon footprint and aesthetic value. It aligns with modern educational and childcare needs while integrating advanced features to promote energy efficiency. 

The Project will be phased to allow the existing school to remain operational during the construction of the new school and related site development. New site services, including utilities and infrastructure connections, will be extended to the project location to support the updated facilities. Once the new building is ready for occupancy, the school and childcare will be relocated to the new facility. The existing building will then be demolished, and the remaining site areas redeveloped with updated landscaping and outdoor activity spaces. Detailed phasing constraints and timelines will be provided at a later stage to ensure clarity and coordination by the Construction Manager, with close attention to minimizing disruption to school operations. 

Moriyama Teshima Architects (MTA) has been retained for full design and contract administration services. By the award date of this RFP, the project will be at the 60-80% contract documents stage, ensuring the selected Construction Manager can contribute meaningful input into the final stages of design. The Project emphasizes collaboration among stakeholders, requiring the Construction Manager to align with the Board’s strategic objectives and maintain consistent communication with the Design Team and the Board’s Capital Services team. 

The Board seeks qualified Construction Management firms to submit proposals for pre-construction and construction services for this Project. Firms must demonstrate experience with mass timber construction, phased project delivery, stakeholder collaboration, and innovative project execution strategies.
