The Toronto District School Board intends to secure Contract(s) with a qualified Bidder(s) for the Supply of Insulated Glass Units.  The Insulated Glass Units will be ordered when and as required either on a one-off basis for Small Jobs (1-25 pieces), Medium Size Jobs (26-200 pieces) and to support large renovation (201 to 700+ pieces) as outlined in the specified Requirements and Specifications Documents for this Request, for the period and in accordance with the terms and conditions outlined below:
 
Successful vendor(s) must supply sealed glass units for all order sizes (1–700+ units). 

The successful Bidder(s) will enter a contract which will be effective for a One (1) year firm price period from July 1, 2026 to June 30, 2027. If Bidder cannot quote firm prices for the contract period, Bidder must state clearly in their submission the basis on which prices are submitted. The Board reserves the right, at the sole discretion of the Board, to exercise an option to extend for an additional five (5) twelve-month periods. For extension terms supporting documentation must be provided by Successful Bidder(s) to substantiate any subsequent request for pricing changes for review by the Board. If directly related cost factors have decreased, the Supplier must also reflect those decreases in the renewal pricing.  The terms and conditions of the extension options would remain the same as for the initial contract period.

Submission Requirements
In addition to pricing, this RFP requires Bidders to upload the following documentation with their submission:

Mandatory Documentation
•    Proof of certification for the Insulated Glass Units (certificate must be uploaded).
•    The applicable product warranty as specified.
•    A current WSIB Certificate of Clearance.
•    A Certificate of Insurance

TDSB Standard RFP Forms (Mandatory) The following forms must be completed and uploaded with the submission:
•    Third Party Provider Declaration
•    Bid Rigging Declaration

References
Bidders must provide references as outlined in the Reference Table.

Evaluation: Compliant bids will be evaluated 100% on pricing.  Unit prices will be adjusted for applicable surcharges and weighted according to the estimated annual consumption of each configuration. The resulting weighted unit price will be multiplied by the estimated annual square footage to determine the Total Evaluated Cost, with the lowest evaluated cost ranked highest.

Questions will be sent to the TDSB Contract Specialist and answered through addendum after the question period. A notification of Addendum will be emailed to REGISTERED suppliers through the Bidsandtenders.ca system.

Rectification Period: 5 business days

Award date: Award is subject to the TDSB approval, anticipated by May 29, 2026.
