The Toronto District School Board intends to secure Contract(s) with qualified Bidders for The Provision of Pest Control Services for the period specified and in accordance with the terms and conditions outlined herein.

The Toronto District School Board is a public school board operating in the City of Toronto, in the Province of Ontario. It is the largest school board in Canada and the fourth largest in North America. The TDSB operates
approximately 584 schools and provides educational services to approximately 246,000 students each year and employs approximately 40,000 employees. The workforce is largely unionized, with the majority of employees
belonging to numerous bargaining units.

The Toronto District School Board (TDSB) is requesting submissions from service providers. It is TDSB's intention to award a contract to one successful proponent.

Proposals are invited from contractors that have the capacity to perform pest control services, and feel that this type of service is within their area of expertise and is suitable to their type of practice.

Term: Successful Bidders will be required to enter into a contract with firm pricing which will be effective for a Two (2) year period from the start of the contract.  The Board reserves the right, at the sole discretion of the Board, to exercise an option to extend for Three (3) additional One (1) year periods. The successful Bid(s) will require
approval by the Board of Trustees prior to contract award. The terms and conditions of the extension option would remain the same as for the initial contract period.

The scope of work will include but not limited to the supply and delivery of all labour, materials, consumables, supplies, tools, equipment, apparatus, transportation, services, pest control log book and incidentals necessary to provide Integrated Pest Management (IPM) Services for the Toronto District School Board either on an as required or monthly basis.

No subcontracted services will be allowed.

RFP Evaluation: The proposals will be scored in accordance with the following criteria:

Evaluation Criteria & Weighting Out of 100 Points:

Cleanout Services - Total (6) Points

1) Cleanouts for Mice - 3 Points

Company History and Experience - (3) Points

1) Provide a company overview including number of years in business, date established and annual revenue.

Past Performance with the TDSB and other school boards  (6) Points

1) A brief history and description of your company's past performance with the TDSB and or other school Boards.

2) Provide evidence to the company experience and ability to provide services for contracts in similar size and scope as described herein.

3) A description of any projects/past performance, reference customers the company has been involved in that are similar in concept that what is described in this RFP, including management and operations approach, safety
requirements, safety assurance processes, and any relevant lessons learned.

Staff Resources  (20) Points

1) How many qualified/certified technicians that maintain an Ontario Pesticide licence in the Toronto area do you currently employ and would be dedicated to the TDSB to account to manage the (3) levels of the All Inclusive
Monthly Service program? Describe in detail your company’s training for all technicians.

NOTE: No subcontracted services will be allowed.

2) How many qualified/certified technicians that maintain an Ontario Pesticide licence in the Toronto area (excluding technicians noted above would be dedicated to the TDSB contract during the busy period for stinging insects
such as wasps, hornets, ground wasps, bees etc.

3) Reporting: Describe what documentation will be provided with a detailed report at time of each service to identify problems and action taken.

4) Do you have a qualified entomologist on staff to identify various pests and provide reports as required?

Fleet Size (5) Points

List the fleet size in the Toronto area that would specifically be dedicated to the TDSB Pest Control contract for the term and extensions of the contract.

Work Plan (20) Points

1) The TDSB currently has 500 schools across the GTA on an All Inclusive bi-monthly, (two times per month) pest control service on an ongoing basis. Each service would be 30-50 minutes, (2) services per month for each site.

Describe in detail, a work plan explaining how you would implement and manage an All Inclusive monthly (two times per month) pest control service for over 500 schools in the Toronto area with your current certified staff that would be dedicated to the TDSB account .

2) Describe in detail, your process for Cockroach clean out from time of call out.

3) Describe in detail, your process for a Rodent clean out from time of call out.

4) Explain in detail any guarantee your company offers for various treatments of pest control services such as: 1)
Clean out 2) Once a school has been added to an All Inclusive Monthly Program, provide examples.

Systems, Equipment, Tools Reports and processes  (6) Points

1)  Describe your company’s ability to keep and maintain detailed records to track the times service was delivered and upon request, provide this detailed information to the Board.

2)  Is your equipment bar coded and are you able to scan each devise and create findings pertaining to pests and sanitation/structural deficiencies.

3)  Describe in detail your device scanning capabilities and how the information is managed/maintained.  Are you able to generate and provide a service report for each service provided at each site?

Call Out Time for Emergency Response  (5) Points

1)  What is your emergency response time and provide documentation supporting how you would respond to emergency service calls from the time of initial call.

2) Describe in detail, your process for Cockroach clean out from time of call out.

3) Describe in detail, your process for a Rodent clean out from time of call out.

4) Explain in detail any guarantee your company offers for scheduled treatments of pest control services.

Confidentiality (4) Points

1) Provide a description of the physical controls in place and who has access to reported information, what assurances are there to ensure isolation of client data, confidentiality of reports during transmission and protection
of the user identity and any other confidential items required.

2) Provide a description of the mechanisms used to ensure compliance with privacy laws.

Excellent: 15-20  Exceeds the required standard. Response answers the question with precision and relevance and includes improvement through innovation/value added.

Good:  10–14  Meets the standard required. Comprehensive response in terms of detail and relevance to the question.

Limited: 5–9  Fails the standard in most aspects but meets some areas in level of detail. Generally inadequate and only partially addresses the question.

Inadequate: 0–4  Significantly fails to meet the standard. question not answered or answer is not relevant to the question.
