The Toronto District School Board is a public school board operating in the City of Toronto, in the Province of Ontario. It is the largest school board in Canada and the fourth largest in North America. The TDSB operates approximately 584 schools and provides educational services to approximately 246,000 students each year and employs approximately 40,000 employees. The workforce is largely unionized, with the majority of employees belonging to numerous bargaining units.

The Toronto District School Board in conjunction with the Toronto Catholic School Board intends to secure contracts with qualified Bidders for Ice Melting Material and Bagged Salt Products for Delivery to Various TDSB and TCDSB Schools.  The Ice Melting Material, Bagged Salt and related products for TDSB and the TCDSB shall be in accordance with the terms and conditions outlined on this tender document.

The Toronto District School Board (TDSB) and the Toronto Catholic School Board (TCDSB) are requesting submissions from suppliers of bagged salt, calcium and other Ice Melting products on an ‘as needed’ basis. It is at the sole discretion of TDSB and TCDSB to award contracts to as many suppliers as it deems necessary.  Combined, there are over 800 delivery sites within the GTA (some sites, such as outdoor Education Centers are located outside of the GTA). 

Successful proponents will be requested to accept a contract which will be in effect for a two (2) year firm period  from September 20, 2024 to September 20th 2026.

The TDSB and TCDSB reserve the right, at their sole discretion, to exercise an optional annual extension up to (3) additional twelve (12) month periods, total (5) years. The terms and conditions of the extension options would remain the same as for the initial contract period.

Cost increase substantiation for years  2, 3, 4 and year 5 extension options must be in the form of an original or copy of a letter from the appropriate manufacturer/governing body identifying the reason for increase, percentage increase, as well as the effective date.

The Tender will be scored in accordance with the criteria listed below:  Total 100%

This will be a two Stage Evaluation Process. Tender Scoring will be based on 100% Pricing. 

Stage 1. Mandatory Requirements - Proponents who agree to all Mandatory Requirements will move forward to Stage 2

Stage 2. Pricing - Scoring will be based on 100% Pricing. 

As per Building Ontario Businesses Initiative Act, 2022, S.O. 2022, c. 2, Sched. 2, preference will be given to Ontario and Canadian businesses.

Quantities listed in the Tender Price Schedule are estimates only.

Please answer questions in as much detail as possible and where applicable, provide examples.  Questions are not scored but will be reviewed to ensure Proponent's ability to successfully execute the contract.

Bidders must demonstrate their ability to provide direct delivery to various  TDSB and TCDSB school locations within the GTA and accommodate special delivery requirements such as ramps, or stairs using various equipment such as power tow motors, manual pumps trucks and two delivery personal as requested by the TDSB and TCDSB. Infrequently there may be times when the Caretaker is unable to help unload the product. The supplier is responsible for delivery to one of the following areas (site specific); inside the designated receiving area, outside storage area, or wherever the site stores its salt.
