HT24-382PQ Prequalification of Bidders for Custodial & Operational Services for the TLC

The Toronto Lands Corporation as agent of the Toronto District School Board, herein referred to as the TLC and TDSB, invites proposals for the pre-qualification of Custodial Services (Proponents), for the purpose of providing professional services on TDSB sites. The TLC intends to prequalify a few firms (3-4) to be selected as required for various Real Estate projects over the next 24 months (2 years), with three options to extend for 1 year each (total of 5).

Pre-Qualification entails various Mandatory Requirements and Evaluation Criteria detailed within the documentation.

Mandatory Bid Requirements

• Provided all documents as required – Instruction to bidders/Agreement to Abide by the Established Process/ any Addendums if applicable/ Proposal Disclosure Obligations – Disclosure of potential conflict of interest will require these criteria to be rated as 0, if warranted.
• Include copy of company insurance information
• Include copy of licences applicable to industry standards
• A joint partnership or team proposal is acceptable.  If you are submitting a Team proposal, with a head Bidder and sub-consultant, please ensure you provide Section 5 Qualifications for all principals.
• Any sub-consultant may be part of more than one team.

Bidders will be required to complete a mandatory site visit to Old Orchard PS with a member of Toronto Lands Corporation and a TDSB representative prior to providing pricing. 

Evaluation Criteria out of 100 points

1. Experience of Firm (70 points)
2. Experience of Principal (30 points)

To evaluate this Bid a minimal percentage of 70% is required in each of the two sections. PreQualification entails various Mandatory Requirements and Evaluation Criteria detailed within the documentation.

Scoring evaluation matrix:
Excellent - 16-20 - Exceeds the required standard.  Response answers the question with precision and relevance, and includes improvement through innovation/added value.

Good - 11-15 - Meets the standard required.  Comprehensive response in terms of detail and relevance to the question.

Limited - 6-10 - Fails the standard in most aspects but meets some areas in level of detail.  Generally inadequate and only partially address the question.

Inadequate - 0-5 - Significantly fails to meet the standard.  Question not answered or answer is not relevant to the question.
