The Toronto District School Board is a public school board operating in the City of Toronto, in the Province of Ontario. It is the largest school board in Canada and the fourth largest in North America. The TDSB operates approximately 584 schools and provides educational services to approximately 246,000 students each year and employs approximately 40,000 employees. The workforce is largely unionized, with the majority of employees belonging to numerous bargaining units. 

The Toronto District School Board (TDSB) is requesting submissions from snow removal contractors to provide snow clearing service on an ‘as needed’ basis.  It is at the sole discretion of TDSB to award contracts to as many contractors as it deems necessary.

Salting will be done by TDSB in-house staff, however the successful bidders may be requested to salt the schools within their awarded Learning Zones should unexpected situations arise. 

Proposals are invited from snow contractors that have the capacity to perform snow clearing services on tight timelines, and feel that this type of professional service is within their area of expertise and is suitable to their type of practice. Any and all bidders may be invited to attend an interview with TDSB Grounds staff to determine their suitability for these projects.  All successful bidders will be required to attend an orientation meeting with TDSB grounds staff to review current standards, and discuss expectations.

The TDSB reserves the right, at its discretion to negotiate fees for each site within each Learning Zone with any and all successful bidders.

Successful proponent(s) may only be considered as Vendors of Record (VORs) that have achieved an overall score of 70 and above OR the top 12 overall highest ranked.

Successful proponents will be requested to accept a contract which will be in effect for a two (2) year firm period from October 2019 to May 2021.  TDSB reserves the right, at its sole discretion, to exercise an optional annual extension up to (4) additional twelve (12) month periods.
